'Pacifier' is a sedative used by Internal Security to force living things, usually sapients, to end an act of violence or extreme non-compliance.

SUMMARY
Pacifier is a chemical-based fast-active sedative which inhibits cognitive and motor functions, causing loss of consciousness and/or paralysis in all species. Very low doses only partially inhibit, allowing limited consciousness and/or movement.
Pacifier is primarily used by Internal Security to terminate violent actions by a biological lifeform without causing permanent harm.
The duration of Pacifier's effects varies by species and the dosage. Higher doses extend the duration rather than intensifying effects.

HISTORY
Pacifier was developed on date [1016658-10-28] by Internal Security in response to (a small percentage of) visitors and immigants to the Grandhold of Abyss attempting violent crimes, such as assault and murder. It has been extremely successful in allowing Internal Security to stop instances of crime without harming sapients.
